The term 'Turkish Royal Court' refers to the Ottoman Empire's highest governing body, known as the DIVAN. The DIVAN was composed of a council of ministers and advisors who were responsible for making decisions on behalf of the Sultan. It was the most powerful institution in the Ottoman Empire and was responsible for the administration of justice, the formulation of laws, and the management of foreign affairs.
