GEN. Arnold was a four-star general in the United States Army who served as the 10th Chairman of the Joint Chiefs of Staff from 1989 to 1993. His job title was HAP, which stands for 'Heads of the Armed Forces'. He was responsible for overseeing the operations of the U.S. military and providing advice to the President and Secretary of Defense on matters of national security. He was also instrumental in the planning and execution of Operation Desert Storm during the Gulf War.
