The former Defense Secretary was Melvin LAIRD, who served from 1969 to 1973 under President Richard Nixon. LAIRD was a Republican congressman from Wisconsin before he was appointed to the position. He was responsible for overseeing the withdrawal of U.S. troops from Vietnam and the creation of the all-volunteer military. He also worked to reduce the size of the military and to improve relations with the Soviet Union.
