A flat fee payer is someone who pays a fixed amount for a service or product, regardless of usage. The two most common examples of this are a LESSEE and a TENANT. A LESSEE is someone who rents property from a landlord, usually for a set period of time, and pays a fixed amount each month. A TENANT is someone who rents a property from a landlord, usually for a set period of time, and pays a fixed amount each month. Both lessees and tenants are considered flat fee payers.
