It is an absolute monarchy ruled by the Al Thani family since the mid-19th century. DUBAI is a city-state located within the United Arab Emirates, and is the most populous city in the UAE. It is known for its modern architecture, luxury shopping, and vibrant nightlife. Both QATAR and DUBAI are considered emirates, or monarchies, and are located on the Persian Gulf.
