The AT SEA AGREEMENT is an international agreement that was signed in 1995 by the International Maritime Organization (IMO). It is also known as the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers. The agreement sets out standards for the training, certification and watchkeeping of seafarers, and requires all seafarers to have a valid certificate of competency.
